The Product Certification Directorate is the technical entity within the General Directorate of Type Approval and Product Certification

Certification schemes
• Certification scheme no. 1: for mass-produced products, applies only at the request of the manufacturer or the manufacturer’s representative if the product / process audit at the manufacturer is feasible.
The validity period of the certification is 4 years.
• Certification scheme no. 2: for mass-produced products, it applies only at the request of the manufacturer or his representative if the manufacturer’s quality management system is certified.
The validity period of the initial certification is 3 years.
• Certification scheme no. 3: for mass-produced products, applies only at the request of the manufacturer or the manufacturer’s representative.
The validity period of the certification is 1 year.
• Certification scheme no. 4: for batches of products, it applies at the request of the manufacturer, the manufacturer’s representative, the importer or the distributor, provided that at the time of inspection and/or sampling for testing, the entire batch is packed, ready for delivery.
The validity period of the certification is a maximum of 1 year, without exceeding the warranty / validity period of the product / operating material.

The choice of the applicable certification scheme is made by the applicant for certification, with the consultation and acceptance of the PCD, depending on the type of manufacture and the quality of the applicant for certification, as a supplier of the product, as well as the existence/availability of a quality management system certificate (SMC) of the manufacturer valid for the field for which PCD certification is requested.
If, during the course of the certification process, the initial certification data is changed, the initially chosen certification scheme can be changed, provided that the activities specific to the respective scheme, subsequently chosen, are carried out accordingly.
The certification process includes:
1. The transmission by the customer of:
– The official application (the form can be found in the Map with Informative Documents-MDI, available on the rarom.ro website or can be obtained from PCD);
– Identification documents for the company (fiscal code and registration certificates at the Trade Register);
– The power of attorney for the certification of mass-produced products, from the manufacturer (only if the applicant is other than the manufacturer);
– Technical specifications or company standards of the products for which certification is requested;
– The certification document of the quality management system of the product manufacturer (if this certificate exists);
– Models of the warranty certificate and the declaration of conformity;
– Product labels (as a model / optional / for product identification);
– Other documents requested by the certification procedure (extensively described in the MDI), as the case may be;
2. Performing the analysis of the certification request;
3. Performing the analysis of the technical documentation;
4. Evaluation of the manufacturer’s quality management system (QMS) according to the chosen certification scheme, by performing the product audit or analyzing and taking into account the QMS certificate, if it exists and corresponds to the field;
5. The sampling of the products in order to be sent to the testing laboratory and, as the case may be, to keep the witness samples;
6. Carrying out inspection and tests in laboratories that comply with the requirements of SR EN ISO/CEI 17025;
7. Evaluation of the results of the activities carried out within the certification process;
8. Drafting the certification documents;
9. Post certification surveillance.
