Monitorizarea emisiilor de gaze poluante, \u00een afara ciclului oficial de m\u0103surare, este un subiect care a intrat \u00een aten\u0163ia Comisiei Europene de mai mul\u0163i ani. Drept urmare, mai multe comisii tehnice la nivelul UE au studiat impactul \u015fi au concluzionat c\u0103 este necesar\u0103 o modificare legislativ\u0103 pentru a evita dep\u0103\u015firea excesiv\u0103 a nivelului de emisii la func\u0163ionarea \u00een regim real, \u00een afara ciclului. Modificarea legislativ\u0103 a trecut de avizele CE, se afl\u0103 \u00een discu\u0163ie la nivelul UE \u015fi presupune o metod\u0103 alternativ\u0103 de m\u0103surare cu echipamente ambarcate \u00een vehicul \u015fi \u00een func\u0163ionarea real\u0103, pe \u015fosea. Metoda previne riscul de a avea situa\u0163ii echivalente cu cele din SUA, \u015fi anume ca produc\u0103torii s\u0103 programeze calculatoarele motoarelor pentru o func\u0163ionare avantajoas\u0103 pe ciclul oficial de m\u0103surare, fa\u0163\u0103 de func\u0163ionarea real\u0103 a vehiculelor. Noul set de m\u0103suri poart\u0103 denumirea generic\u0103 de RDE (Real Drive Emission).<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">2. Principiul de admitere pe pia\u0163\u0103 pentru vehiculele noi, \u00eentre UE \u015fi SUA, difer\u0103 fundamental, procedurile av\u00e2nd la baz\u0103 alte principii:<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">\u2022 \u00een Uniunea European\u0103 se aplic\u0103 principiul omolog\u0103rii de tip acordat\u0103 de o autoritate independent\u0103, de ter\u0163\u0103 parte, care presupune:<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">&#8211; \u00eencercarea tipului de vehicul \u00eenainte de punerea pe pia\u0163\u0103; <\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">&#8211; acordarea unui certificat de omologare; <\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">&#8211; supravegherea conformit\u0103\u0163ii produc\u0163iei;<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">\u2022 \u00een Statele Unite ale Americii se aplic\u0103 principiul auto-certific\u0103rii (self-certification), prin care:<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">&#8211; produc\u0103torul efectueaz\u0103 el singur \u00eencerc\u0103rile;<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">&#8211; produc\u0103torul declar\u0103 autorit\u0103\u0163ii c\u0103 respect\u0103 cerin\u0163ele; <\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">&#8211; autoritatea acord\u0103 dreptul de v\u00e2nzare pe baza declara\u0163iei;<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">&#8211; autoritatea verific\u0103 ulterior \u00eendeplinirea cerin\u0163elor.<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">Ca \u015fi \u00een cazul de fa\u0163\u0103, dac\u0103 se constat\u0103 neconformit\u0103\u0163i, autoritatea ia m\u0103suri \u015fi sanc\u0163ioneaz\u0103 produc\u0103torul.<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">Din diferen\u0163a celor dou\u0103 principii de admitere pe pia\u0163\u0103 se poate trage concluzia c\u0103 varianta UE are un grad de preven\u0163ie mai mare pentru punerea pe pia\u0163\u0103 a unor vehicule cu probleme. \u00cen acela\u015fi timp, varianta american\u0103 permite ulterior depist\u0103rii unor probleme aplicarea unor sanc\u0163iuni mai drastice.<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><span class=\"s1\">3. Men\u0163ion\u0103m c\u0103 vehiculele marca Volkswagen pentru Europa de\u0163in omologarea comunitar\u0103 acordat\u0103 de autoritatea german\u0103, \u015fi nu de c\u0103tre Registrul Auto Rom\u00e2n. Conform legisla\u0163iei europene, r\u0103spunderea pentru asigurarea conformit\u0103\u0163ii produc\u0163iei revine autorit\u0103\u0163ii care a emis omologarea.<\/span><\/p>\n<p class=\"p1\" style=\"text-align: justify;\">\n<p style=\"text-align: right; font-size: 13px;\">\n","protected":false},"excerpt":{"rendered":"<p>1.
