{"id":51,"date":"2015-10-14T12:47:52","date_gmt":"2015-10-14T12:47:52","guid":{"rendered":"https:\/\/www.rarom.ro\/?page_id=51"},"modified":"2025-05-07T15:35:55","modified_gmt":"2025-05-07T12:35:55","slug":"d-i-t-p-s-p-n-v","status":"publish","type":"page","link":"https:\/\/www.rarom.ro\/?page_id=51","title":{"rendered":"ITPSPNV"},"content":{"rendered":"<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><a href=\"https:\/\/www.rarom.ro\/wp-content\/uploads\/2015\/10\/ITP-SPNV.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"730\" height=\"486\" src=\"https:\/\/www.rarom.ro\/wp-content\/uploads\/2015\/10\/ITP-SPNV.jpg\" alt=\"\" class=\"wp-image-9624\" srcset=\"https:\/\/www.rarom.ro\/wp-content\/uploads\/2015\/10\/ITP-SPNV.jpg 730w, https:\/\/www.rarom.ro\/wp-content\/uploads\/2015\/10\/ITP-SPNV-300x200.jpg 300w\" sizes=\"auto, (max-width: 730px) 100vw, 730px\" \/><\/a><\/figure><\/div>\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p>\u00cen \u0163\u0103rile membre ale Uniunii Europene c\u00e2t \u015fi \u00een \u0163\u0103rile candidate la integrare \u00een UE a fost ini\u0163iat \u015fi dezvoltat sistemul de efectuare a ITP supravegheat de c\u0103tre o institu\u0163ie desemnat\u0103 de autorit\u0103\u0163i. \u00cen acest sistem, autorizarea sta\u0163iilor ce efectueaz\u0103 ITP se face \u00een principal dup\u0103 criterii tehnice iar \u00een anumite state \u015fi dup\u0103 criterii teritoriale (limitarea num\u0103rului de sta\u0163ii \u00een func\u0163ie de suprafa\u0163\u0103 \u015fi de num\u0103rul vehiculelor \u00eenmatriculate).<\/p>\n\n\n\n<p>\u00cen Rom\u00e2nia, inspec\u0163iile tehnice periodice se efectueaz\u0103 de c\u0103tre Registrul Auto Rom\u00e2n (RAR), organism tehnic specializat al Ministerului\u00a0Transporturilor \u0219i Infrastructurii prin reprezentan\u0163ele sale jude\u0163ene sau prin operatori economici autoriza\u0163i \u015fi monitoriza\u0163i de RAR. Autoritatea RAR se concretizeaz\u0103 prin folosirea m\u0103rcii \u00eenregistrate RAR de c\u0103tre operatorii economici autoriza\u0163i sau de c\u0103tre institu\u0163iile publice autorizate.<\/p>\n\n\n\n<p>Autorizarea sta\u0163iilor de inspec\u0163ie tehnic\u0103 periodic\u0103 (SITP) de\u0163inute de persoanele juridice se face de c\u0103tre RAR pe baza cererii de autorizare \u015fi a rezultatului favorabil al Raportului de evaluare a capabilit\u0103\u0163ii tehnice, \u00eentocmit de personal certificat pentru evaluarea conformit\u0103\u0163ii. Autoriza\u0163ia tehnic\u0103 se acord\u0103 persoanelor juridice care de\u0163in spa\u0163ii corespunz\u0103toare desf\u0103\u015fur\u0103rii activit\u0103\u0163ii de inspec\u0163ie tehnic\u0103 periodic\u0103, \u00eendeplinesc condi\u0163iile legale \u00een ceea ce prive\u015fte dotarea tehnic\u0103 necesar\u0103 \u015fi au personal atestat pentru activitatea de inspec\u0163ie tehnic\u0103 periodic\u0103.<\/p>\n\n\n\n<p>\u00cen cazul Rom\u00e2niei, \u00eencep\u00e2nd cu anul 1998, prin OMT 353\/1998 s-a realizat primul pas pentru armonizarea legisla\u0163iei na\u0163ionale cu legisla\u0163ia european\u0103 \u00een domeniu (Directiva 96\/96 CEE). Consecin\u0163ele introducerii legisla\u0163iei armonizate au fost modernizarea sau \u00eenlocuirea aparaturii utilizate \u00een cadrul ITP, completarea preg\u0103tirii profesionale a inspectorilor tehnici atesta\u0163i cu elementele legislative nou introduse \u015fi testarea complex\u0103 teoretic\u0103 \u015fi practic\u0103 a acestora. Astfel s-au ob\u0163inut rezultate uniforme ale inspec\u0163iilor efectuate \u00een SITP din \u0163ar\u0103 \u015fi comparabile cu cele efectuate \u00een alte \u0163\u0103ri europene, permi\u0163\u00e2ndu-se evaluarea coerent\u0103 a st\u0103rii parcului auto na\u0163ional.<\/p>\n\n\n\n<p>A doua etap\u0103 de acordare a legisla\u0163iei \u00een domeniu la cea comunitar\u0103 a fost ini\u0163iat\u0103 de publicarea Ordonan\u0163ei de Guvern nr. 81 din anul 2000 care a transferat activitatea de inspec\u0163ie tehnic\u0103 periodic\u0103 efectuat\u0103 \u201dde c\u0103tre RAR \u00een reprezentan\u0163ele sale \u015fi \u00een sta\u0163iile autorizate\u201d conform OMT 353\/1998 la efectuarea \u201ede c\u0103tre persoanele juridice \u00een sta\u0163ii de inspec\u0163ie tehnic\u0103 periodic\u0103 autorizate, de\u0163inute de ace\u015ftia, sub marca RAR\u201d.<\/p>\n\n\n\n<p>\u00cen continuare, legisla\u0163ia \u00een domeniu a fost permanent corelat\u0103 cu modific\u0103rile ce au survenit \u00een legisla\u0163ia european\u0103 \u00een domeniu. Astfel, Ordonan\u0163a de Guvern nr. 81\/2000 a fost modificat\u0103 \u015fi completat\u0103 prin Ordonan\u0163a de Guvern nr. 40\/2005 ce a fost aprobat\u0103 prin Legea nr. 373\/2005. Reglement\u0103rile \u00een domeniul inspec\u0163iilor tehnice periodice au suferit \u015fi ele complet\u0103ri \u015fi modific\u0103ri prin emiterea Ordinului Ministrului Transporturilor, Construc\u0163iilor \u015fi Turismului nr. 2.133\/2005, modificat \u015fi completat de mai multe ori succesiv.<\/p>\n\n\n\n<p>\u00cen prezent activitatea de inspec\u0163ii tehnice periodice pentru vehiculele \u00eenmatriculate \u00een statele membre UE este reglementat\u0103 prin prevederile Directivei 2014\/45\/UE a Parlamentului European \u015fi a Consiliului din 03.04.2014 privind inspec\u0163ia tehnic\u0103 a autovehiculelor \u015fi a remorcilor acestora, ce a \u00eenlocuit Directiva 2009\/40\/CE.<\/p>\n\n\n\n<p>Prin actele normative \u0219i de reglementare men\u021bionate referitoare la activitatea de inspec\u021bii tehnice periodice (ITP) au fost transpuse \u00een legisla\u021bia na\u021bional\u0103 prevederile legisla\u021biei specifice comunitare \u00een vigoare, respectiv cele ale Directivei 2014\/45\/UE, precizat\u0103 mai sus.<\/p>\n\n\n\n<p>\u00cen\u00a0 momentul de fa\u021b\u0103, inspec\u0163ia tehnic\u0103 periodic\u0103 la vehiculele agreate pentru transportul de m\u0103rfuri periculoase, la vehiculele destinate exclusiv pentru transportul de butelii de gaze, la remorcile cistern\u0103 lente destinate transportului de m\u0103rfuri periculoase, la vehiculele istorice, la autovehiculele pentru competi\u0163ii sportive, la vehiculele cu caracteristici speciale, la vehiculele \u00eenregistrate (ma\u015finile \u015fi utilajele autopropulsate pentru lucr\u0103ri, cu excep\u021bia celor cu o vitez\u0103 maxim\u0103 constructiv\u0103 care nu dep\u0103\u0219e\u0219te 25 km\/h) care nu de\u021bin atestat tehnic, la vehiculele radiate din eviden\u0163\u0103 care au fost \u00eenmatriculate ori \u00eenregistrate anterior \u00een Rom\u00e2nia, \u00een vederea \u00eenmatricul\u0103rii sau a \u00eenregistr\u0103rii acestora, la vehiculele \u00eenmatriculate \u00een alte state, precum \u015fi inspec\u0163ia tehnic\u0103 \u00een vederea redob\u00e2ndirii certificatului de \u00eenmatriculare sau a certificatului de \u00eenregistrare se efectueaz\u0103 numai de personalul RAR, \u00een conformitate cu reglement\u0103rile na\u0163ionale aplicabile acestor categorii de vehicule rutiere.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.rarom.ro\/cs-uploads\/Analiza-SITP-site.pdf\" target=\"_blank\" rel=\"noopener\">Rezultatele<\/a>&nbsp;ob\u0163inute prin aceast\u0103 strategie sunt eviden\u0163iate \u00een evolu\u0163ia dinamicii accidentelor rutiere datorate st\u0103rii tehnice a vehiculelor. Ob\u0163inerea acestor rezultate s-a realizat prin introducerea unui sistem combinat de \u00eendrumare \u015fi supraveghere a activit\u0103\u0163ii de efectuare a ITP av\u00e2nd principalele componente:<br>\u2013 supraveghere tehnic\u0103, inclusiv prin mijloace informatice \u015fi prin prelucr\u0103ri statistice;<br>\u2013 controale tehnice \u00een trafic;<\/p>\n\n\n\n<p>\u2013 controlul execut\u0103rii ITP \u00een urma contesta\u021biilor \u0219i a reclama\u021biilor;<\/p>\n\n\n\n<p>\u2013 supraveghere direct\u0103, inclusiv prin reverificarea vehiculelor inspectate realizat\u0103 cu ajutorul unui num\u0103r de 150 de inspectori;<br>\u2013 controlul execut\u0103rii ITP prin reverificarea vehiculelor inspectate \u00een sta\u0163iile reprezentan\u0163elor RAR<\/p>\n\n\n\n<p>Supravegherea informatic\u0103 s-a realizat prin \u00eenregistrarea datelor referitoare la ITP \u00een calculatorul din sta\u0163ia ITP utiliz\u00e2ndu-se o aplica\u0163ie dedicat\u0103 \u015fi furnizat\u0103 de RAR, prin conectarea permanent\u0103 a acestui calculator la RAR pentru transmiterea datelor \u00eentr-o baz\u0103 central\u0103 de date.<br>Controalele tehnice \u00een trafic se realizeaz\u0103 cu 44\u00a0<a href=\"https:\/\/www.rarom.ro\/cs-uploads\/Autolaboratoare-site.pdf\" target=\"_blank\" rel=\"noopener\">autovehicule<\/a>\u00a0dotate cu aparatur\u0103 necesar\u0103 \u015fi cu 6\u00a0<a href=\"https:\/\/www.rarom.ro\/cs-uploads\/Laboratoare-site.pdf\" target=\"_blank\" rel=\"noopener\">laboratoare<\/a>\u00a0mobile ce sunt echipate \u00een vederea efectu\u0103rii unui ITP complet. Prin\u00a0<a href=\"https:\/\/www.rarom.ro\/cs-uploads\/Analiza-Trafic-site.pdf\" target=\"_blank\" rel=\"noopener\">analiza<\/a>\u00a0rezultatelor ob\u0163inute \u00een urma acestor verific\u0103ri se urm\u0103re\u015fte \u00eembun\u0103t\u0103\u0163irea activit\u0103\u0163ii sta\u0163iilor de inspec\u0163ie tehnic\u0103 periodic\u0103.<\/p>\n\n\n\n<p>Supravegherea direct\u0103 a sta\u0163iilor ITP are ca scop \u00eendrumarea \u015fi controlul inspectorilor din acestea \u015fi se realizeaz\u0103 prin deplasarea inspectorilor supraveghetori RAR \u00een sta\u0163iile de ITP cel pu\u0163in o dat\u0103 pe s\u0103pt\u0103m\u00e2n\u0103, frecven\u0163a verific\u0103rilor directe fiind stabilit\u0103 \u00een func\u0163ie de datele statistice ob\u0163inute prin supravegherea informatic\u0103 precum \u015fi prin reinspectarea \u00een cadrul sta\u0163iilor a unor vehicule blocate, \u00een func\u0163ie de anumi\u0163i parametri de intrare, \u00een mod aleatoriu de aplica\u0163ia informatic\u0103.
