The Testing Department is responsible for the testing, inspection and verification activities carried out at the RAR technical centers in Voluntari (Ilfov) and Meri\u0219ani (Arge\u0219) in order to evaluate the general safety of vehicles, pollutant emissions, fuel consumption or ADAS systems, under controlled conditions from the laboratory, on the test track or in real traffic conditions.<\/p>\n<\/blockquote>\n\n\n

The purpose of the activity:<\/strong> carrying out tests in accordance with the regulations of the European Union (EU), the regulations of the Economic Commission for Europe of the United Nations Organization (UNECE) or national legislation (RNTR).<\/p>\n

Purpose of the activity:<\/strong> Based on Government Decision no. 768\/1991 regarding the establishment and operation of the Romanian Automotive Register, RAR is the institution authorized to determine the fuel consumption under the operating conditions of motor vehicles.<\/p>\n

Thus, for the beneficiaries who request the determination of fuel consumption in actual traffic conditions, RAR can transmit for a fee, for vehicles in the database, extracted fuel consumption values or carry out consumption determinations for a fee based on an order, of an appointment and the presentation of the vehicle at the RAR headquarters in Voluntari for making determinations in real traffic conditions, according to the specifications in the order.<\/p>\n

Fuel consumption can be determined in the following situations: on the dynamometric stand, on the test track or in real traffic conditions. The working method is established in the specific procedure of RAR, with the possibility of being adapted to the client’s request, in compliance with the legal requirements regarding travel on public roads.<\/p>\n

3. Star classification of coaches<\/strong><\/p>\n\n\n\n\n

The purpose of the activity:<\/strong> The star classification of coaches is intended for the transport of tourists in domestic and international traffic and for the public transport of people in international traffic in order to protect passengers and increase the quality of tourist and transport services.<\/p>\n

Form\/document purpose:<\/strong> RAR is officially notified of the intention to classify the coach;<\/p>\n

The documents are mandatory for opening the classification file.<\/p>\n

Additional details:<\/strong> they are mentioned in the form (the documents are signed and stamped by the economic operator)<\/p>\n

Ways of sending: By delegate, together with the vehicle and the other necessary documents.<\/p>\n

Note:<\/strong> The vehicle and the following documents will be presented for classification:<\/p>\n

\u2013 The application for star classification of a coach, drawn up by the transport license holder;<\/p>\n

\u2013 The company’s statement of commitment to the Coach Classification Commission established by RAR, to the international IRU system;<\/p>\n

\u2013 Copy of the passenger transport license in domestic and\/or international traffic;<\/p>\n

\u2013 Copy of the vehicle’s registration certificate in Romania, with the periodic technical inspection within the validity period, with the mention „in accordance with the original”, the owner’s (or user’s) stamp, the name and signature of the administrator of the commercial company or his representative;<\/p>\n

\u2013 Copy of the „Vehicle Identity Card”, front and back;<\/p>\n

\u2013 Copy of the leasing contract, delivery-receipt protocol, leasing company acceptance (where applicable), rental contract, which is valid at least for the period of validity of the classification certificate;<\/p>\n

\u2013 Copy of an identity card of the company representative;<\/p>\n

\u2013 Copy of the company’s registration certificate.<\/p>\n
