Products Certification Body

 

The product certification is carried out by the Romanian Automotive Register through the Product Certification Body (RAR-OCP).

The legislative framework is defined by:

– Government Ordinance no. 80/2000 on the homologation and certification of the products and operating materials used for the road vehicles, as well as the conditions for the trading and use thereof together with the subsequent amendments and supplementations.

– Order of the Ministry of Transports no. 2135/2005 for the approval of the Regulations regarding the homologation and certification of the products and operation materials used for road vehicules, as well as the conditions for the introduction thereof on the market – RNTR 4.

– Order of the Ministry of Transports no. 229/2003 for the approval of the Regulations on changing supply systems for car engines, which have been homologated for use on public roads in Romania with a particular fuel specified by the manufacturer, for operation also with liquefied petroleum gas (LPG) and authorizing economic agents performing assembly, technical revisions and repairing of engines supplyed with LPG – RNTR 6.

– Order of the Ministry of Transports no. 1315/2005, on amending the Annex to the Order of the Ministry of Transports no. 229/2003 for the approval of the Regulations on changing supply systems of car engines, which have been approved for use on public roads in Romania with a particular fuel specified by the manufacturer, for operation also with liquefied petroleum gas (LPG) and authorizing economic agents performing assembly, technical revisions and repairing of engines supply with LPG – RNTR 6.

– Order of the Ministry of Transports no. 401/2018, on amending and supplementing the Order of the Ministry of Transports, Constructions and Tourism no. 229/2003 for the approval of the Regulations regarding the modification of fuel systems for motor vehicles, which have been approved for the circulation on public roads in Romania with a certain fuel provided by the constructor, for the operation with liquefied petroleum gas (LPG) and the authorization of the economic agents that execute the installation, technical revisions and repair of engine power plants with LPG – RNTR-6 (published in Monitorul Oficial al României, Part I, No. 341 of April 19, 2018).

Clarifications on the legislation:
1) Definition “competent authority – an institution notified by EU Member States or notified by the Contracting Parties to the Geneva agreements to issue approval certificates ECE or international approval certificates UN-ECE” (according to the Order no. 2.135/December 8th, 2005).

2) There are exempt from the requirement to be certified the following:

„a) the products homologated by the competent authorities of the Contracting Parties under the Geneva agreements;

b) the products homologated or certified by the competent authorities of the Member States under Directives/Regulations of the European Union;

c) OE products or OE exchange products;

d) new products and operating materials manufactured exclusively for use by vehicles intended for motorsport and which are not intended for use on public roads. This exception does not apply where the products and operating materials have dual use, both for vehicles intended for sporting competitions and for vehicles for public roads.” (According to Ordinance no. 80 of August 24th, 2000, with amendments subsequent).

3) “When granting the certification or homologation of products there can be taken into consideration test reports submitted by the applicant for certification or homologation and only the necessary tests and/or inspections will be performed. The test reports must not be older than one year and must be issued under accreditation or the laboratory must be assessed by R.A.R.” (according to the Order no. 2135 of December 8th, 2005).

4) “When granting the certification or homologation of operating materials there can be taken into consideration test reports submitted by the applicant for certification or homologation and only the necessary tests and/or inspections will be performed. The test reports must not be older than one year and must be issued under accreditation or the laboratory must be assessed by R.A.R.” (according to the Order no. 2135 of December 8th, 2005).

The certification process includes:

1. submission by the customer of the following:

– the formal application (the product certification application form can be found in the Informative Documents Portfolio – IDP which can be purchased from RAR-OCP);

– the company’s identification documents (certificate for tax code and registration with certificate in the National Register of Companies);

– empowerment for representation for certification purposes from the producer (if the applicant is other than the producer);

– technical specifications or company standards;

– quality system certification documents (where available);

– the warranty certificate and the declaration of conformity models;

– description of the product marking (label model, piercer, etc.);

– other documents required by the certification procedure (described in detail in IDP).

2. performing technical documentation analisys;

3. product audit;

4. sampling for inspection and laboratory tests;

5. conducting tests in laboratories which comply with EN ISO/CEI 17025:2005 requirements;

6. certification process results assessement;

7. certification documents release;

8. surveillance after granting certification.
