The certification of the products is performed by the Registrul Auto Roman (Romanian Automobile Register) by means of the Products Certification Body RAR-OCP.
The legislative framework is defined by:
- Government Emergency Ordinance no. 109/2005 regarding road transports;
- Order of the Minister of transports, constructions and tourism no. 2135/2005 for the approval of the regulations regarding the approval and certification of the operation products and materials used in road vehicles as well as the conditions for the introduction on the market thereof - RNTR 4;
- Law 375/2005, on the approval of Government Ordinance no. 34/2005 for the amendment and supplementation of Government Ordinance no. 80/2000 on the certification or approval of the equipment, spare parts and operation materials used in Road vehicles as well as the conditions for the trading thereof;
- Romanian Government Resolution no. 1219/2000 on certain protection measures of the consumer upon the purchase of spare car parts, other than the ones which may affect the safety of the traffic and the protection of the environment;
- Order of the Minister of transports, constructions and tourism no. 229/2003, on the approval of the Regulations regarding the change of the supply systems of the engines of the motor vehicles which have been homologated for rolling on the Romanian public roads with a certain fuel established by the manufacturer, for the operation on liquefied petroleum gas as well (LPG) and the licensing of the economic operators with perform the mounting, technical inspections and repairing of the supply facilities for the LPG engines - RNTR-6;

List of the operation products and materials which need RAR approval or certification for putting them on the market, destined for the use for road vehicles of the category, regarding traffic safety, environment protection, energetic efficiency and protection against the thefts of items included in certain systems or equipment regulated by a directive of the European Union or by a EEC-UNO regulation applied by the European Union.
The products which comply with the requirements set out in the technical documentation shall receive the RAR-OCP compliance certificate.
The certification process includes:
a. the transmission by the customer of:
- The official request (the form can be found in the Informative Documents Folder - IDF- which can be obtained from RAR-OCP;
- The identification data for the company (tax code certificates and Trade Register registration certificates);
- The representation power of attorney for certification purposes from the part of the manufacturer (if the applicant is a person other than the manufacturer);
- The technical specification or company standards,
- Other documents requested by the certification procedure (described in detail in the IDF).

b. the performance of the analysis of the technical documentation;
c. the performance of the product audits;
d. the taking of samples for sending them to the testing laboratory;
e. the performance of tests in the laboratories which comply with SR EN ISO/IEC 17025:2001;
f. the assessment of the results of the certification process;
g. the draw-up of the certification documents;
h. the post certification surveillance.
