Introduction
The technical inspection services for road vehicles can be carried out only by economic operators which have the appropriate technical capacity and which, subsequent to an assessment are authorized by the Registrul Auto Roman (Romanian Automobile registry) (hereinafter referred to as RAR), the technical body appointed in this respect by the Ministry of Transports.
The assessment of the technical capacity and the licensing of the economic operators which perform technical inspection services for the road vehicles have been drawn up within RAR based on Ordinance 81/2000 and Order of the Minister of Transports 565/2000 on the amendment and supplementation of the Order of the Minister of Transports no. 353/1998 for the approval of the Regulations regarding the certification of the compliance of the registered road vehicles with the technical regulations regarding the safety of the road traffic, environment protection and the use according to the destination by means of the periodical technical inspection (RNTR-1).
Where do I have to go ?
The economic operator shall go to the RAR representative office of the county where it carries out its activity (for Bucharest at the RAR office of 391 A Calea Grivitei, RAR-OCS department), and express its intent of requesting a license/new license.
What documents do I need ?
The initiation of the licensing/re-licensing shall be performed at the request of the economic operator by the personnel from the representative offices of RAR, designated for the performance of such activity.
At the RAR representative office the applicant shall receive the necessary information and the file with documents for the licensing/re-licensing from the RAR representative, which includes the licensing/re-licensing application and the self-assessment questionnaire.
The applicant shall purchase from RAR regulation RNTR-1, which establishes the manner of organization of a periodical inspection station, the requirements imposed on the road vehicles presented for the technical periodical inspection and the procedures which are carried out in the inspection station.
In case of a re-licensing of the technical inspection station, the economic operator is notified by RAR regarding the license expiry date, and in case a re-licensing is wanted, it shall request the file with informative documents.
The applicant submits the licensing/re-licensing file according to the locality, at the office of the RAR county RAR representative office or at the office of 391 A Calea Grivitei, district 1 (for Bucharest or Ilfov county), the licensing/re-licensing application is registered in the entries/exits register and a file number is granted.
Upon the presentation by the applicant of the appropriately filled in licensing/re-licensing file, the franchiser’s requirements shall be presented and the alignment to the conditions of PTI-SPNV department regarding the monitoring of the technical inspections after licensing/re-licensing. Subsequently, the audit date shall be established, with the consent of the applicant and of the head of the Licensing Compartment (for the territory, of the Responsible Auditor of the Zonal Center).
It is recommended that the audit for the re-licensing of the technical inspection station be carried out at a previous date at least 20 days as of the expiry of the valid license but not more than 30 days as of this date.
If on the performance of the audit no major non-compliances are found, or if such non-compliances are eliminated, the final assessment is initiated for licensing purposes. The issuance of the license is performed when the licensing is approved and the franchiser’s requirements are met.
The issued license, together with a copy of the Franchise Agreement shall be handed over to the representative of the economic operator.
The license, valid for a maximum term of two years as of the start of the activity provided that the initial technical capacity conditions are maintained, confirmed by means of the monitoring activity of the RAR-PTISPNV department, may be extended/limited/suspended/annulled, I compliance with the provisions of RNTR-1.
