... establish the category of pollution in order to purchase a road stamp ?

According to the provisions of Government Ordinance no. 15/2002 and of the methodological regulations for the application thereof given by the Order of the Minister of Public Works, Transports and Dwellings 1433/2002 as of January 1st 2005 for all the types of cars homologated in Romania, the owners thereof will pay a fee for the use of road infrastructures.

For all the vehicles of merchandise transport, with a total authorized weight of more than 12 tons inclusively, the tariffs for the use of the road infrastructure shall be applied according to the number of axels of the car and according to the eliminated noxious substances. For all the vehicles of merchandise transport, with a total authorized weight of less than 12 tons and for all persons transport vehicles, irrespective of the maximum authorized weight thereof, the tariffs for the use of the road infrastructure shall be applied according to the type of vehicle and to the polluting emissions.
Te degree of chemical pollution is coded in the approval number in filed 5 of the Vehicle Identity Card (VIC), and in field 10 of the registration certificate of the car.
Thus, the NON EURO vehicles have the last two characters of the of the numeric approval number.
Due to the fact that the Romanian legislation has applied the regulations regarding the chemical pollution regulations according to the European directives as of 1998 ("EURO 2"), up to that point the technical approval conditions were limited only according to the manufacturing year of the vehicle according to Government Resolution 594/1991, and in the Identity Cards there was no codification of the polluting degree "EURO 1". For the vehicles homologates in Europe, the generic pollution degree called "EURO 1" is regulated by the Directives 91/441 EEC, and 91/542A EEC as they are applicable for the approval as of 1992. for such vehicles after the identification performed at the Registrul Auto Roman (Romanian Automobile registry), upon the request of the owners, if the pollution degree is superior to the one of the identity cards, they shall be changed according to the class of polluting emissions which they comply with.
We want to mention the fact that the cars included in category "EURO 1" and/or "EURO 2" whose internal combustion motors are lit with a spark plug must have an injection fuel supply system or a electronic carburetor system and must have a catalyst and a Lambda probe. These conditions must be complied with simultaneously.
The cars with a generic pollution degree called "EURO 2" or superior thereto are coded in the approval number of the VIC by means of the last two characters, alphanumerical, the codification thereof being decrypted in the table below:
