... obtain the license for an auto service unit ?

Workshops providing repair and/or adjustment services for road vehicles (auto service units)

The road vehicle repair services which imply the part replacement and/or reconditioning for the constructive and operational ensembles and systems which may affect the road safety and the pollution of the environment and the adjustment services of these systems can only be provided by the economic agents which have the appropriate technical capacity and which, following an assessment, were licensed by the Romanian Road Vehicle Registry (Registrul Auto Roman - hereinafter named RAR), the technical body designated to this end by the Ministry of Transports.

The procedure rules for assessing the technical capacity and licensing the economic operators which provide repair, adjustment services and/or which perform road vehicle reconstruction activities were prepared within the RAR based on the Law no. 105 on June 27, 2000, Law no. 222 on May 22, 2003, Ordinance no. 82/2000, Ordinance no. 36/2005 and on the Order of the Minister of Transports, Constructions and Tourism no. 2131 on December 8, 2005 concerning the Regulations regarding the licensing of the economic operators performing services of repairs, maintenance, adjustment, constructive changes, road vehicle reconstruction, as well as dismantling of the vehicles removed from use - RNTR 9, in order to insure the consumer protection and the compliance with the legal provisions concerning traffic safety and environmental protection.

The license shall be requested and granted on a nominal basis for the parts/ensembles/constructive systems/equipments/vehicles and activities consisting of:
1. Repairing, maintaining, reconditioning and/or adjusting the mechanic ensembles:
a) engine and the associated installations - of supply by carburetion / injection mas/mac, of cooling, of evacuation, of integrated and/or independent starting and their parts,
b) drive (mechanic/automatic gear box, clutch, etc.) and its parts,
c) the rolling system and its parts,
d) the steering system and its parts,
e) the breaking system and its parts,
f) replacements of exploitation materials.

2. Repairing, maintaining and/or adjusting the electrical and/or electronic equipment:
a) the electrical installation for starting the engine, loading the batteries and their parts,
b) the lighting and signalling electrical installation and its parts,
c) the electronic management system of the engine and/or of the motor vehicle systems;

3. Repairing and/or rectifying the body structure:
a) repairing the body without the resistance structure, which required dismantling of mechanical and/or electrical parts;
b) repairing the body resistance structure, including the front ensemble;
c) rectifying the body structure.

4. Chassis and/or body replacement.

5. Repairing the tyres and the inner tubes:
a) cold
b) hot, by vulcanization.

6. Mounting, repairing, checking and/or calibrating the products used on the vehicles.

7. Dismantling the vehicles taken out of use and their parts.

8. Constructive changes and/or reconstruction of the road vehicles.

Where shall I go?
The economic operator (hereinafter named the "applicant") shall go to the RAR Representative Agency in the county where it performs its activity (for Bucharest - at the RAR office in Calea Grivitei no. 319A, RAR-OCS - MSCB), expressing its intention to apply for the license.

What documents do I need?
The RAR personnel designated for the activity of economic operator licensing shall make available to the applicant the "List of documents required for the vehicle service unit licensing" providing all the information required for filling in the Licensing File. At the same time, clarifications shall be given regarding: the content of the regulations RNTR 9, the estimated cost of the licensing (according to the number of involved persons), the manner of obtaining the Professional Attestation Certificate of the workshop manager, etc. The documents which will be submitted in the file are:

1. Standard licensing application for the provision of repair, adjustment services and/or activities of reconstruction of road vehicles;
2. Self-assessment questionnaire - standard format;
3. Copy of the Professional Attestation Certificate of the workshop manager (issued by RAR);
4. Copy of the Memorandum of Incorporation of the Company with the scope of business vehicle service;
5. Copy of the Appendix to the Registration Certificate / Finding Certificate having declared the activity CAEN Code (NACE Classification) 5020/5157/5040 in the working unit.

NOTE:
The application and the self-assessment questionnaire together with the regulations RNTR-9 shall be purchased for a price from the RAR Representative Agency (Cashier’s Office).

Upon the submission by the applicant of the appropriately filled in licensing file, the contracting and invoicing shall be performed. For the accepted files, 2 counterparts of the Licensing and Supervision Agreement shall be filled in and they will be made available to the applicant in view of their signature. Subsequently, the applicant shall have to pay the counter value of the licensing according to the Licensing and Supervision Agreement, after which the audit date scheduling shall take place, with the consent of the applicant and of the Head of the Licensing Department (for the territory, of the Auditor Responsible Person in the Area Centre).

If, after performing the audit, no major nonconformities were found or if these major non-conformities were eliminated in a time interval of up to 45 days as of the audit date - the final assessment can be passed on to in order to issue the license.

The issued license together with one counterpart of the Licensing and Supervision Agreement, shall be issued to the economic operator representative.

The license, valid under the conditions of maintaining the initial technical capacities by supervision audits, can be extended/limited/suspended/cancelled, according to the provisions of RNTR 9.
