… replace a vehicle body/chassis ?


TERMINOLOGY

The terms used in this procedure are compliant to the reference documents. Furthermore, the following terms are defined:

- body: The part of a motor car which is fit for person and goods transport and for mounting the various tools and installations for the performance of works or the provision of services.

- frameless body: A body which takes over all the forces coming from the motor car movement, the chassis not being encountered as a distinct element anymore.

- integral body: A body which represents a distinct part and is mounted on the chassis, without taking over the forces coming from the motor car movement.

- semi-frameless body: A body the floor of which is rigidly fixed on the chassis by bolts, rivets or welding, partly taking over the exterior forces.

- production generation: group of vehicles which, in a certain determined period of time, had the same features regarding the construction and design (sizes, body shape, technical platform, etc.).

- body structure: Name used for the superstructure of the category N and O motor vehicles, representing the element mounted on an equipped chassis (platform, dumpster, cistern, etc.).

- chassis (frame): The main part of the motor car, on which the engine, drive, suspension, body, steering mechanism, breaking installation and special work installations are fixed.

- body type: Name used for the body shape of the motor vehicles in the M category (such as, for the motor cars: four-door saloon, tail gate four door saloon, break, etc.; for the buses: standard, double-deck, articulated, etc.).

DCTPC: Department for Technical Database Coordination, Pollution and Consultancy;
DOIIT: Individual Approval and Technical Inspection Department;

General conditions

The note regarding the body/chassis replacement will be issued only to the motor vehicles in the M and N categories, including to the ones made in Romania, for which the body/chassis replacement is intended.
The request regarding the body/chassis replacement can be addressed to any RAR representative agency. It will be received and analyzed by the RAR representatives.

The body/chassis replacement will be accepted for the motor cars approved for circulation on the Romanian public roads, therefore the one having CIV and for the ones having Registration Certificates. In the case of the unapproved ones or of the ones not having Registration Certificates, by replacing the body/chassis a different motor vehicle is obtained, which will only be approved if it fully complies with the current technical conditions. The same way will also be treated the body/chassis replacements which do not comply with the requirements of this procedure.

The accept regarding the body/chassis replacement will only be granted after the presentation at R.A.R. of the vehicle, approved and/or registered for circulation in Romania, in the initial configuration. The procedure will include identification with taking pictures, including for the vehicles involved in accidents. Because of the fact that the pictures taken on the occasion of the identification cannot be viewed online by the engineers within DCTPC, for shortening the file solving period, the liability for the identification and picture taking accrues in full to the engineer within the RAR representative agency approving the file. Only the files complying with the conditions in this procedure, and from the vehicle identification point of view, will be positively approved and sent for solving to the DCTPC.

The effective replacement of the body/chassis will only happen in licensed workshops, this being a requirement verifiable upon granting the vehicle approval in the new configuration.

Only the body replacements performed in the workshops licensed according to R.N.T.R.4 for all of the activities below will be accepted:

5.1.1. The activities consisting of the mechanical ensemble repairing, maintenance and/or adjustments:

a) engine and the associated installations of carburetion/injection mas/mac supply, of cooling, of discharge, of integrated and/or independent ignition and their components;

b) clutch, drive, manual/automatic gearbox and their components;

c) the rolling system and its components;

d) the steering system and its components;

e) the breaking system and its components.

5.1.2. The activities consisting of the electrical and/or electronic equipment repairing, maintenance and/or adjustments:

a) the electrical lighting and signalling installation and its components;

b) the electrical installation for engine ignition, battery charging and their components;

c) the electronic management system of the engine and/or of the motor car systems.

5.1.3. The activities of body structure repairing and/or calibration:

a) repairs of the body without the resistance structure, which requires the unmounting of mechanical and/or electrical components;

5.1.4. The activities of mounting, repairing, checking certain components and equipment.

OBS: It is required to endow the workshop with a stand for calibrating the body/chassis only in case the body/chassis replacement is performed with elements which had been used on other vehicles as well. It is not necessary to endow the calibration stand in case the replacement is performed with new parts or with equipped chassis/bodies.

Except for the cases investigated by the authorized entities of the Ministry of Administration and of the Interior, based on their agreement, for the motor vehicles blocked in the RAR database, the note regarding the body/chassis replacement will be negative.

As there is no certitude of the fact that they are built by licensed companies, in case the bodies/chassis which are to replace the initial ones do not have the identification number punched, the note regarding the body/chassis replacement will be negative. The new sub-ensembles are excepted when a purchase document from the manufacturer or its authorized representative is submitted.

Technical conditions for accepting the body/chassis replacement

Motor vehicles from the M1 or M2 category

For a motor vehicle from the M1 or M2 category, it is accepted to replace the chassis/body with one designed for a vehicle identical to the first one, at least as regards the following characteristics:

The brand, allowing differences only within the same group of companies collaborating at manufacturing the same product;
The type designed by the builder according to the definition in Annex II B of the Directive 70/156 CEE, mentioned in the certificate of conformity or in the approval certificate;
The body type.

Motor vehicles from the M3 category

For a motor vehicle in the M3 category it is accepted to replace the chassis/body with one designed for an identical motor vehicle, at least as regards the following characteristics:

The brand, allowing differences only within the same group of companies collaborating at manufacturing the same product;
The type designed by the builder according to the definition in Annex II B of the Directive 70/156 CEE, mentioned in the certificate of conformity or in the approval certificate;
The body type.
• The axis number.

Motor vehicles in the N category

For a motor vehicle in the N category it is accepted to replace the chassis/body with one designed for a motor vehicle identical to the first one, at least as regards the following characteristics:

The brand, allowing differences only within the same group of companies collaborating at manufacturing the same product;
The type designed by the builder according to the definition in Annex II B of the Directive 70/156 CEE, mentioned in the certificate of conformity or in the approval certificate;
The body type.
• The axis number.

OBS: For all of the above motor cars, in case the type designated by the builder according to Directive 70/156 CEE can not be determined, it will be considered to be the one mentioned in the trade name structure or in the punched identification number, but without going from a production generation to another.

In case the type defined by the builder to a similar vehicle, having the same trade name, the same production generation, is different (for example, Peugeot 405 (15 B - 4 B), VW Transporter (251 - 255, etc.) but the defining conditions of the vehicle type in the RNTR 2 are identical, the vehicle type can be considered to be identical.

NOTE: If the motor vehicle belonging to one of the above listed categories has a semi-frameless or an integral body, only the chassis replacement will be subject to this procedure, as it being the main resistance element. As its replacement is a complex operation which implies interventions on the system directly involved in traffic safety, it will also be accepted to replace it with an equipped chassis.

Work manner

The applicant will make available to the specialists in the RAR representative agencies:

a. Standard application according to appendix A;

b. The CIV of the initial motor vehicle or its Registration Certificate in case the motor vehicle is not approved;

c. The identity document, the registration certificate from the origin country or the certificate of conformity for the vehicle the replacement body/chassis comes from. In case the documents under this paragraph are not held by the applicant, the customs finding note of the replacement body or of the vehicle it comes from will be submitted to the file.

d. The initial motor vehicle for performing the identification by taking pictures.

In case the specialists within the RAR Representative Agency find that the requested body/chassis replacement does not comply with the provisions of this procedure, they will issue to the applicant the Note regarding the body/chassis replacement having the negative answer. If following the analysis performed by the specialists within the RAR representative agencies, the data presented in the application complies with the provisions of this procedure, these data will be sent online through the IT system to the CTPC Department - Bucharest for analysis. The answer will be sent to the engineers in the R.A.R. representative agencies which will issue the Note regarding the body/chassis replacement (Appendix B).

The applications for the body/chassis replacement for the motor vehicles of internal production - the brands Dacia, Oltcit/Oltena, ARO, AB/ROMAN/DAC and ROCAR, Daewoo with V.I.N. code of Romania will be settled in full based on the prescriptions in this procedure, by the engineers at the R.A.R. representative agencies. For the Dacia 1000, 1300 motor cars which do not have the vehicle type encoded in the identification number, the body replacement can be made with a Dacia 1310/1410 body, as well, in keeping with the other conditions in this procedure.

The specialist who will issue/amend the CIV will block in the RAR database the identification number of the replaced chassis/body, this not being able to be used for another replacement.

The applicant’s attention will be drawn on the fact that the Note regarding the body/chassis replacement is only valid if the identification number is authentic.
