Introduction

In addition to the regulations set out for the licensing of the service units, together with the development of the network of LPG supply stations (skids) in Romania and of the new conditions created by Regulation no. 67 ECE-ONU - 01 series of amendments have been drawn up and approved under the Order of the Minister of Tourism no. 229/08.09.2003 "The regulations regarding the change of the systems for the supply of the engines of the motor vehicles which have been homologated for circulating on public roads with a certain type of fuel set out by the manufacturer, for the operation with liquefied petroleum gases and the licensing of the economic operators which perform the mounting, technical inspections and the repairs for the LPG engines supply facilities "- RNTR (technical regulations and Norms in Road Transport) 6.

Where do I have to go ?

The economic operator (hereinafter referred to as the "applicant"), shall go to the RAR representative office of the county where it carries out its activity (for Bucharest at the RAR office of 391 A Calea Grivitei, RAR-OCS department ), and express its intent of requesting a license.

What documents do I need ?

The RAR personnel appointed for the activity for the licensing of economic operators shall put at the disposal of the applicant the "List of the documents required for licensing LPG systems mounting shops", providing all necessary information. The documents which will be submitted in the file are:
- Standard application for car LPG assessment- standard form;
- Car LPG self-assessment questionnaire - standard form, together with all the relevant appendices (flow chart, shop plan etc);

Copy of the by-law of the company - having as business scope "car repairing and maintenance";
- Copy of the company’s registration certificate and the Appendices thereof with the approvals for the activity carried out in the business unit;
- A copy of the certificate for the approval of the professional skills of the manager of the shop;
- A copy of the compliance certificate/certificates regarding the equipment of the cars. For the applicants who are not holders of a compliance certificate -include the proof for the right to use the mounting license/licenses (agreement, protocol);
- Copies of the training certificates of the shops’ personnel regarding the performance of the mounting/review/repairing works for the LPG facility, issued by the manufacturer of the facility or by the Romanian representative thereof;
- The statement of the management regarding the personnel responsible for insuring the quality of the mounting process.

NOTE:

1. The application and self-assessment questionnaire, together with Regulations RNTR-6 and RNTR-9 can be procured for good consideration from the RAR representative office;
2. The minimal equipment of the shop shall be indicated in APPENDIX no. 5 to regulations RNTR-6;
3. Once with the submission at the RAR representative office of the licensing file, an annual licensing and surveillance agreement shall be concluded;
4. The technical capacity assessment audit shall be performed on a date established by mutual consent with the applicant;
5. Based on the analysis of the results of the performed audit the granting/non-granting of the license shall be proposed;
6. Surveillance audits are performed every year in order to verify the maintenance of the licensing conditions.
After the submission of the appropriately set up LPG licensing file, the steps set out above for the licensing of the car service units shall follow.
The license, valid under the terms of maintaining the initial technical capacity, confirmed by means of surveillance audits may be extended/limited/suspended/annulled.
Periodically (1-3 months), the data base director extracts from the data base the List of LPF systems mounting for the publication in the Auto test magazine.
